If possible, use a dragon scimitar with a dragon defender, that combo has more att+str bonus then what a SS has and cheaper, + you will have a little bit more of a defense bonus as well, to me that combo hits better then what an SS does

These are the numbers (defender is dragon).
Scimmy+Def = +91 Slash and +73 STR
Korasi+Def = +94 Slash (+85 Stab) and +76 STR
SS = +82 Slash and +82 STR

Though, and I know you said not to mention it, the rapier is by far the best option. You should give dung a shot and try to get it. The difference is very noticeable.

Saradomin Sword is probably the best for training if you don't have a Chaotic. Monsters you train on shouldn't have that high defence anyways, so more strength would probably be better.

I had the same question a while back and everyone told me SS. But now people are saying Scimmy and DDef. Which is faster though the SS or the Scimmy+DDef?

As in attack speed? If so they are the same.

depends what you're fighting

if you're just going to do slayer, use a scim and defender; if you'd like to go for charms as well, give waterfiends a shot with a sarasword (on crush), get some str and summoning :)
