Well I wanna chin 85-90 range but I'm wonder if I can do it for 10m w/ eagle eye and if I could what gear would I bring? Most of the guides are really outdated, also I'm willing to spend a few extra mil if needed.

You'll need about 2.1m ranging experience for 85-90 range. Since you get an average of 200xp per chin, you're going to need around 10.4k chinchompas. (7.52m) For every 1k chins, you'll need around 10 prayer potion (4)'s, and 2 ranging potions. (721k)
Total: about 8.2m

I really wouldn't chin 85-90... the xp is terrible.
I'd advise doing 85-90 knifing yaks, and then chin to 99. Better yet, knife to 90, but hunt your own chins. Gets you a good old 99, some cash from spare chins, and 99 range.

That's not very efficient considering that chins aren't good hunter xp. Best off chinning 90 range using void and eagle eye (possibly new prayer from Dungeoneering) and doing butterflies for 99 Hunter.
