Syrita is going to be my first large suggestion in a while. It will include a Town, a Two Part Quest Series, and a whole load of new updates. I will have
all replies using rating systems deleted by my Moderator friends, you hellions have been warned. Ok now onto the quest!!!
Background - First of all, Syrita (Sigh-Ree-Tah) is a small fortified town South-West of the Gnome Village. It is not only the newest town, but it is also
the first town in Runescape to display diversity. There are not only Humans living their, but Gnomes too! As they are very close to the Gnome Settlement. This leads to a very strange looking town, as in between the houses, there are trees with ladders laid up against them, leading into Tree Gnome Condos.

You cannot immediately gain access to the town. There are guards outside the gate. They are plainly dressed in black and weild Mithril Long Swords. These
fearsome guards cannot be attacked, and you cannot gain access to the town unless you have completed the "Grand Tree" quest. Which proves to the Tree Gnomes that you are not in the business of harming them, so they accept to settle the area of Syrita with the help of the humans!
Inside Syrita you will find many things. First off it is a very colourful place, much more colourful than other towns like Varrock and Fallador. With brighter greens, and many trees. Their standard is a Green Background with a red GH on it. This place is a beautiful place to spend time in. It has 1 Bank, as it is not a very large city, only a little bit larger than Edgeville. I will now detail the shops located in this city.
General Store
--------------
This is pretty much your average general store, but it contains a few perks. First of all, since this city is Gnome and Human, the shop keeper is a little gnome, and the shop assistant is a human. This dosn't really provide any benefits, but the shop also sells Gnome Cocktail Glasses, and a few Gnome Foods along with the normal general store items.
Hat Parlour

A new concept will come into play here. Hats. Hats have been in runescape for a very long time. Since the first Christmas, party hats have been in existence. These have been very popular, and Santa Hats also being a popular head dress. We also find many people wearing Wizards Hats and Gnome Hats around. Well this shop has more hats than you can imagine!
Purple Fedora - 2500GP - Your standard Pimp Hat. May not be original or creative, but who wouldn't love this?!
Black Bowler - 1000GP - A Bowler Hat, for those of you who want to re-enact the early 1900s!
Top Hat - 2000GP - A top hat, the most classy hat of them all. Ever!
Cow Boy Hat - 1500GP - All you people from the wild west can ride your horses in style!
Golden Laurels - 1500GP - Standard headgear of Caesar. The golden laurels were a sign of power in Rome. They were worn like a circlet.
Renolds House of Sharp Objects

This is like it says, A house of Sharp Objects. These include daggers, A new Brand of Throwing Knives, and Darts. The new throwing knives are curved, and have three blades, causing extra killing damage. They are not smithable. They hit harder than regular throwing knives. No exact stats, but its safe to say they will be as strong as a level or two above the regular throwing knifes and at least twice as accurate. A bit too expensive for training, but with ranged pking a large part of RS2, these are needed. They also cut through Dragon Leather very well. Here is some info on them.

Bronze Throwing Knife - 20GP - Level 25Ranged to Use. Enemies Range Def -5
Iron Throwing Knife - 50GP - Level 30Ranged to use. Enemies Range Def -10
Steel Throwing Knife - 175GP - Level 44Ranged to use. Enemies Range Def - 17
Mithril throwing Knife - 200GP - Level 50Ranged to use. Enemies Range Def -25
Adamantite Throwing Knife - 700GP - Level 65Ranged to use. Enemies Range Def -32
Rune Throwing Knife - 1200GP - Level 80Ranged to use. Enemies Range Def -50
Dragon Throwing Knife - 2500GP - Level 90Ranged to use. Enemies with Ranged Armor Less than Black Hide have no Protection from this, -60 from Black Hide.
These only help cut through leather armour, if your enemy is using Plate Armor, or Maging Robes, it will not take away any of their defense. Rune and Dragon Knives might seem a bit insane, but when you think of how hard it is to get levels of 80-90 Ranged. They deserve a weapon like this, it is essentially the God Spells of ranged. Rune and Dragon throwing knives would hit around the same as a godspell, but they are about as expensive if not more. When used against regular armour, they will do damage slightly more than a throwing knife of similar type.

Pawnshop

Yep, a pawnshop. Runescape dosn't have any of these, and they definately need one. The pawnshop would offer good prices for a few certain items a day. One day they might be buying Yew Bows. They would be willing to pay up to lets say 1,000GP for each Yew Long. The prices they'd offer would be slightly higher than the High Alch for the item, or market price. These pawnshop items would go on sale randomly later for prices cheaper. So that 1000GP Yew Long in 2-3weeks might be selling for 650GP each. They would have a quantity limited to however much was sold to them.
Bob The Forester
----------------
Bob from Bob's Axe's cousin. He deals in the same way, its just a closer place to get your axe fixed or to buy an axe up to Addy. Thats all.
Stable
------
Not really a store at all, just a place where there are horses kept. This suggestion does NOT introduce any horses! But it is simply part of the quests. As you must complete a task involving someone on a horse. So yes there will be an NPC riding a horse. Jagex has done it already, Terrorbirds! But like I said, not for Human Controlled Use!!!

-Gate Guards
There are 4 Guards at the gates. 2 Gnomes and 2 Humans. The gnomes are weilding bows and have iron chains on. The humans have Steel 2-Handed swords and are wearing bronze chain and legs. You cannot attack them so it makes little difference what weapon they hold.
-Green Army Knights (Lvl-62)
----------------------------
The Green Army Knights are Syrita's standing army. They are located inside the castle. They are wearing full steel, have a steel long and steel kite. They look much like a Faladorian Knight, except the plume on their helmet is green. They do not drop green plumed helmets. They have medium defense, they hit often but in low numbers. Their max hit is 4, but they hit lots of 2s and 3s.
HP - 65
Drops - Coins (10 or 100GP), Steel Plate, Meat Pie, and Iron 2H.
-King William

This is the king of town. He is an important character in this quest, he is recognizable as he wears a Green Party Hat. He has a long white beard and wears a red robe that is fit for a king. He is an essential part in the 3 Part Quest Series.

The prince is a gnome. He is dressed like the gnome king in the Grand Tree. Except he also has a green party hat.
-Gnome Citizen (Lvl-4)

These are like gnomes in the gnome village, but they have a different name and wear different clothes.

A nomadic barbarian. Looks much like the barbarians in the Barbarian Village, except hes chunkier. Weilds a fearsome Warhammer. Adorned in an assortment of furs.

The Nomadic King. He is the size of an ogre, and with about twice the strength of one too. He has a polished Rune Warhammer that looks too large to be swung, but that does not stop the Nomadic Cheif from swinging it with intensity and ferociousness formerly unknown in the runescape world. A truely powerful man, towers over you and his Barbaric citizens. It is rumoured that he has a strong hate for the Gnomes, and all who make friends with them.

2-Part Quest Series

QUEST #1 - Spy Job

After very unstable relationships with the Nomadic Barbarians that live to the south near the Barren Wastelands (Near Underground Pass And Stuff), the Nomadic Cheif has declared a state of war on Syrita, for allowing the Gnomes to live with them. The king has talked to you, and has asked you to be a spy for them. You accepted their offer and are off to the settlement. At the settlement you must find 3 clues about the Barbarians first move. Link up with your main man Tubs outside to get your Nomadic Helmet which will allow you to enter the settlement surrounded by wooden palisade walls. Tubs will tell you what clues to look for.
Tubs: You should try to find a message for the cheif, the guards are sure to have reports. (Clue 1)
Tubs: How about a report on their horses, The Nomadic Horsemen are formidable opponents. (Clue 2)
Tubs: Get an artifact from the cheif himself, this will be very hard. But it will be the best clue of all I'm sure! You might have to lure him out somehow, create a ruckus. (Clue 3)
These can be found in any order.
Clue #1 - There are guards all around the Nomadic Settlement. Talk to a few of them, one will tell you that they are preparing to hit the Syritans hard, and
he hands you a slip of paper and tells you to give it to the cheif for him. You can't give it to the cheif, its a clue, just keep it.
Clue #2 - Go talk to the Nomadic Horsemaster and ask about his best horse. He will tell you that it is being used for a secret mission. Ask for a pass to use him after the mission, he will supply you with one. This is your second clue.
Clue #3 - If you try to enter the Cheif's Tent guards will stop you. You cannot attack these Guards. So you must create a disturbance outside. Attack and kill a nomad. This will send the cheif out. He will be furious, quickly run and open the chest in his tent!
You have all the clues! Run out of the nomad camp, they will have discovered you now and will be shooting arrows at you!!! Just get out of there!
Once you are back at Syrita, give the 3 Clues to the king... This conversation will ensue.
King - Oh my... This is not good. I fear... That they will attack me...
You - Why would they make their attack on you?
King - Why good sir, they want to break the cities morale!
You - You're right, those nomads are crazy they must be stopped!
King - I thank you for your great work! I will now protect myself adequately! You deserve a generous reward...
Reward: 2QP, Enchanted Emerald Ring, 1,400GP and a Green Key leading to the cellar of the castle. The Cellar of the castle contains a bar where you can get free beer and wine at any time! There is no telegrabbing allowed in this large cellar. Its practically a private party hall!

QUEST #2 - Riding Assassin

Requirements
- Ability to kill a level 78 Assassin.
- Level 20 Agility
The king has called upon your services again, it seems Tubs, the permanant spy has discovered that an Assassin is coming... Tonight! He is going to attempt to kill the prince! This is a very short quest.
Head back to meet Tubs outside the Nomadic tent settlement. He will take you to a hole, you need level 20 agility to squeeze through it. You are then in a small area, there is a door that is locked. You are trapped! Or are you? There is a box in the corner. Search it to find a "Roughly Hewn Key" use it on the door to get through.
You will now be in an Agilty area, don't worry you won't fall at all if you are level 30 Agility. When you get across the agility area, you will see a guard. If you try to pass him he will say "This is restricted area. You cannot pass!". Look around there will be a chest, open it up to find ID papers, Use them on the guard to go through! You will appear in the stables, and you will see a man on horseback go riding off!
Quickly get out of the town, and you will see the Assassin riding around the city. Attack him, he is level 78, when you defeat him. Go back to the Prince and tell him he is saved!
Prince - Oh thank you very much Still Rich! You've saved our kingdom once again! How can I ever repay you!
Still Rich - You don't need to repay me! I'm working for a greater good!
Prince - How humble is this one! I must repay you somehow... I shall teach you how to use Specially Crafted knives!
Reward - 3QP, Ability to use the Special Throwing knives from the store. 10Steel Throwing Knives. You will also have the ability to enter the Nomadic Village whenever you want, as the King conquers them shortly afterwards.

Ok! There you have it people, thats the main part of the suggestion. If I get lots of feedback with good ideas, or I think of new things to be implemented, I may edit it and add on! Remember, NO RATING SYSTEMS! Also, I took a long time to make this, so if you are reading this and havn't read the whole thing yet, I'd appreciate if you put in the time to read the whole thing and also put in the time to write at least a complete sentance(More is great!) about it.

UPDATE -

The mine has been added... Here is the key even though its pretty self explanitory.
Black - Coal
Light Blue - Rune
Dark Blue - Mithril
Green - Adamantite
This place would be almost like a second mining guide for the really high levelers, as to get into this mine you would need 80Mining. This mine would be called the "House of Miners Elite". Everyone knows that Runescape needs more places to mine Rune that isn't in wild, and now they have one. Their spawns would be set on taking 150% as long as the ones in wild.
This would also make mining addy and mithril much easier, because of so much in one place. But since you need 80 mining for it, it takes time to be granted access.
