The few times I've gone there to complete the quest, like two noobs are there and they don't know what to do.

So my question is, what time is the best to go to World 77 (Shades world), is or there like a cc or something that does it?

Best time to go would be during the American evening or during the weekends when maximum players are usually playing.

Your best bet would be to convince a few of your friends to go with you, that "mini-game" is even deader then before.
