Would an account with 99 strength, 99 attack, and 99 HP with Whip/DDs combo be effective in PVP?

No you'll need 99 Defence for good armor maybe full Torags or full Dharoks.

no a zerker could be 70 att, 99 str and be around the same combat if not lower

Try with 85 99. still low cmb whilst able to down tanks

Well, as a pure, it would be most fun to fight other pures, so 99 atk is not the best way to go.... 75, 78, or 90 are great choices.
