However, I do agree that the 400 friends is a bit much. It should just be Friends List, 0/100, and then under Channels, you have the option to add clan-mates, i.e. friends from clan chats.

The player won't receive the message when you're on the player's Ignore tab, or if you aren't on any of their Friend tabs while they have their Private option turned on Friends or Offline.

Maybe, then, you should only be able to offline-message people who have added you to your friends list. If a famous person accidentally left theirs on, they'd be in deep trouble if they were in a combat situation.
