I'm all for this, a cape outdoes a number any day. It should be apart from the regular song-and-danse design of skillcapes, though, kind of in the way that the fire cape was so different (I'M NOT CALLING FOR A FIRECAPE REMAKE THOUGH).

I like the idea of your combat level sparking up beside your name while wearing it--that would just be for a few seconds right?

8 capes(9) is more than enough. This is completely unnecessary. And boosting the combat level? That could have odd effects. The 138 combat already shows that you are maxed, or near so. And if this was introduced into the game, people would want more. Maxed non-combats, maxed buyables- and so on. Interesting, but just unnecessary.
